GOLD CUP KATYISC LEAGUE RULES

ARTICLE 1 – PLAYER ADMISSION

1.1 PLAYER APPLICATION:

All players of a team must register in the online form as a regular player belonging to a team. The team captain will provide the registration link. Players must enter their real information and upload a selfie for on-field identification.

1.2 MANDATORY WAIVER:

All participants in our leagues, and any player entering our fields, must complete and sign our mandatory Waiver. This data is confidential. Players will receive a confirmation email with the information submitted, which must be shown upon entering the complex and may be requested at any time by referees or KatyISC staff.
Additionally, the league or complex administrator has the discretion to remove any player if fraudulent information is detected or deemed necessary.

1.3 KATYISC CONFIRMATION:

Players will receive a confirmation email after completing their player registration with the submitted information.

1.5 ONE TEAM PER COMPETITION:

Any player registered and admitted to KatyISC as a member of a team cannot play for any other team within the same competition. (For example, if a player is registered with one team in the Katy Cup, they cannot change or play for multiple teams until the season ends. However, they may join a different team in another league.)

1.6 TRANSFERS (TEAM CHANGES):

During the season, a player may not transfer to another team within the same competition until the season is over. Once the season ends, the player is free to join another team and will be added to the corresponding roster.


ARTICLE 2 – GAME DOCUMENTATION

2.1 TEAM ROSTER:

Before the start of each season, every team must register using our online form no later than 7 days before the competition begins, unless expressly allowed by the league or complex administrator. Once the team registration is approved, the captain will receive a link for player registration and the mandatory Waiver.

2.2 ADMISSION CHECK:

In every game, referees will review the team roster to verify authorized players.

Referee registration procedure:

  • Before the game starts, referees will ask players to line up.

  • Referees will confirm that all players are properly registered and that their photo matches the player.

  • Referees will also check footwear to ensure compliance with KatyISC standards.

  • Late players must complete registration before entering the game.

  • A player is considered eligible when:

    1. They meet all admission requirements.

    2. They are properly listed on the roster.

    3. They wear the official uniform and mandatory protective equipment.

2.3 ROSTER SIZE:

7v7 Leagues: Teams must register a minimum of seven (7) players and a maximum of eighteen (18) players, included in the initial payment.

If the person registering the team also plays, they must be listed on the roster.
Teams may add players throughout the regular season at no cost, but registration must be completed by 6:00 PM the day before a game. Late registrations will only be eligible the following week.

2.4 UNAUTHORIZED PLAYERS:

Unregistered, unauthorized, or suspended players found playing will result in a severe violation, and all games with that player will be forfeited.

2.5 MATCH REPORTS:

At the end of the game, team captains must review and sign the match report, which includes results, goal scorers, and cards issued. If captains do not review the report, it will be considered automatically confirmed.
Referees must also report any rule violations or significant observations.

Statistics, results, goals, and cards will be uploaded to the website (katyisc.com/services/standings) the following business day.


ARTICLE 3 – GAME TIME

All games follow the Laws of the Game of the International Football Association Board (FIFA), with the following modifications:

3.1 REQUIRED UNIFORMS:

Players must wear matching numbered jerseys of the same color (no pinnies, no tape numbers), shorts, high socks, shin guards (mandatory), and turf shoes (no cleats – see our guide: katyisc.com/post/correct-soccer-shoes).
Players without proper uniform and equipment cannot play.

Exceptions:

  • Goalkeepers who are also players must have a unique jersey number.

  • A field player acting as goalkeeper must wear a different jersey or pinnie.

  • If a team does not provide full numbered jerseys, they may rent a set of pinnies from KatyISC for $50.

3.2 COLOR CONFLICTS:

If teams’ jerseys are too similar, KatyISC will provide pinnies (with referee approval) at no additional cost.

3.3 GAME START:

Kickoff may be delayed up to 5 minutes past the scheduled time, which will be deducted from match time.
Teams with fewer than 5 eligible, properly uniformed players at start time will forfeit.

Referees will check rosters 10 minutes before kickoff and record jersey numbers.

A referee may adjust rest time to recover lost minutes due to game delays, with approval from both teams.

3.3.2 GRACE PERIOD:

At their discretion, the opposing team may allow up to a 10-minute grace period. Time is deducted from the match.

3.3.3 MATCH DURATION:

  • Two halves of 25 minutes each.

  • 10-minute halftime.

  • No overtime in regular season; penalty shootouts only in playoffs.

3.4 PENALTIES IN PLAYOFFS:

In case of a tie:

  • 5 penalty kicks per team with players on the field.

  • Players cautioned (yellow card) within the last 5 minutes cannot be among the first 5 kickers.

  • Sudden-death PKs continue until all players shoot, no repeats until roster is exhausted.

3.5 REFEREES:

All games are officiated by referees appointed by KatyISC. Their decisions are final. Complaints must be submitted in writing per Article 6.

3.6 SUBSTITUTIONS:

Unlimited re-entry allowed. Players must enter at midfield with referee approval.

3.7 FREE KICKS, THROW-INS, CORNERS:

  • All fouls are direct free kicks (can shoot directly at goal).

  • Walls must stand 5 feet away.

  • Throw-ins: over the head, with hands, in 7v7.

  • Corner kicks: from the corner, with the foot.
    👉 No offside rule applies in any league.

3.8 UNFINISHED MATCHES:

Games reaching at least 40 minutes count as official.
Other suspensions (e.g., team abandonment) are reviewed by the administration, who may assign forfeits, reschedule, or uphold results.

3.9 FORFEITS:

  • After grace period, absent teams forfeit.

  • Fine: $75 (deducted from refundable bond).

  • Opponents awarded 3–0 win. The 3 goals in favor go to the team but not to a specifi player.

  • Teams with more than 2 forfeits in a season are disqualified with no refund.


ARTICLE 4 – STANDINGS

4.1 LEAGUE STRUCTURE:

Minimum games set before season begins, format (round robin, etc.) depends on team count.

4.2 PLAYOFF QUALIFICATION:

  • 11–12 teams → Top 8 advance.

  • 10 or fewer teams → Top 4 advance.

4.3 POINT SYSTEM:

  • Win: 3 points

  • Draw: 1 point

  • Loss: 0 points

Tie-breakers:

  1. Goal difference

  2. Goals scored

  3. Head-to-head result

  4. Coin toss (by league admin)

4.5 AWARDS:

  • Champion trophy

  • Runner-up trophy

  • Top scorer trophy

  • Best goalkeeper trophy

  • Cash Prize: $1000 to the winning team (payment coordinated directly).


ARTICLE 5 – DISCIPLINE

5.1 ZERO TOLERANCE POLICY:

No fighting or violence of any kind (verbal or physical). Violators are expelled and banned.

5.2 REFUNDABLE BOND:

Each team must pay a $100 refundable bond before the season.

  • Used for fines (forfeits, red cards, etc.).

  • Fully refunded if no sanctions.

  • Partial refund if fines are deducted.

  • If the bond has been totally or partially exhausted, they must pay the remaining or all of the fine until 6:00 pm the day before the scheduled match at the following link: bit.ly/FinePaymentsKISC.
  • If the penalty is due to a forfeit and the payment has not been completed, the team will not be able to play and another forfeit will be considered. If the penalty is a red card and the payment has not been completed, the sanctioned player will not be able to play.

5.3 SANCTIONS:

Red Cards:

  • Minimum 1-game suspension + $25 fine.

  • Must leave facilities immediately.

  • Playoff suspensions carry over.

Yellow Cards:

  • Player must sit out 5 minutes (no substitution allowed).

  • 3 yellows in a season = 1-game suspension + $25 fine.

  • Yellow cards reset for playoffs (suspensions remain).


ARTICLE 6 – CLAIMS

All claims must be submitted by the team captain within 24 hours of results being posted, via email to info@katyisc.com

Claims must include:

  • League name

  • Team name

  • Captain’s name

  • Match details (date, time, opponent)

  • Players involved (if any)

  • Detailed explanation of the claim

  • Rule allegedly violated

  • Evidence if available

The KatyISC staff will evaluate and issue a formal response via email.
